Gila Community’s new casino plan sparks neighbors’ concerns

Gila River Indian Community has revealed plans to develop its new casino on community trust land south of Gilbert Road and Hunt Highway, south of the City of Chandler. The tribe currently operates gambling venues at Wild Horse Pass, which is currently undergoing a $143 million expansion, and Lone Butte in Chandler and Vee Quiva in Laveen. Within the western American state of Arizona and the federally-recognized Gila River Indian Group has reportedly introduced plans which are to see it open a fourth tribal on line casino on land simply south of the town of Phoenix. In response to a Monday report from The Arizona Republic newspaper, the tribe’s Gila River.

The Gila River Indian Community’s announcement of plans to build a fourth casino has sparked concerns among some south Chandler homeowners about possible traffic problems.

The community earlier this month announced that the new casino will be built on tribal land south of the intersection of Gilbert Road and the Hunt Highway and will take about two years to build.

The announcement triggered calls to the city and social media chatter about the need for road infrastructure improvements in the area.

But if roads are improved, there appears to be one certainty: Chandler won’t be paying for any.

Community Governor Stephen Lewis said the new casino “will bring additional revenue, security, and critical services to Community members. In addition, we anticipate being able to add hundreds of new jobs that Community members can take advantage of, and we expect that many of those will be filled by Community members, just as was the case at the Vee Quiva Casino.”

The GRIC announcement had few details about the casino plan, but Chandler city Councilman OD Harris told the SanTan Sun News, “What I am hearing is 580 acres of land to be developed into a world-class casino, golf course and a hotel with spa amenities.”

And Harris added, “We are still working on learning the details of their master plan. The Native nation have been keeping things close to chest.”

Those vague plans mean the new casino could be on par with the Wild Horse Pass complex in its current form. But that complex could undergo a radical expansion as the tribe is working to create a 3,300-acre sports and entertainment complex that could rival the Talking Stick Entertainment District just south of Scottsdale. The first step toward that expansion was the construction this year of the new stadium for the Phoenix Rising soccer team.

The project lead, Sunbelt Holdings of Scottsdale is working with the tribe’s development arm, Wild Horse Pass Development Authority, to build additional hotels, wellness and event centers, an outdoor amphitheater for concerts, sports facilities, outdoor recreation and parks, restaurants, retail establishments and an office park.

Sunbelt Holdings President John Graham told the SanTan Sun News the development, located just south of the Loop 202-I-10 intersection, will fill a “missing corner” of the East Valley in terms of entertainment.

Meanwhile, the future south Chandler casino also would join two other GRIC casinos, Lone Butte and the relatively new Vee Quiva.

The new casino comes with recent approval of a new gaming compact between Arizona’s Native American tribes and the state.

“The Community gave up its fourth Casino in the 2002 Gaming Compact, based on the promise that there would be no new casinos in the Phoenix Metro Area,” The Gila River Indian Community said in its announcement. “That promise was broken, as you know, and we fought hard to ensure that we could reclaim our right to build a fourth Casino as part of these recent negotiations.”

The Gila River Indian Community covers 372,000 acres and is home to the indigenous O’odham (Pima) and Pee Posh (Maricopa) people.

Harris took to Facebook earlier this month in an effort to soothe some residents’ rattled nerves – and also provide a dose of reality.

“The City of Chandler respects the sovereignty of the Gila River Indian Community and wants our residents to recognize that the city has no jurisdiction over the Gila River Indian Community or its casino enterprises,” Harris wrote.

“We don’t know the proximity of the casino to the existing intersection, but tribal officials have described it as comparable in size to the Vee Quiva property near Loop 202 and 51st Avenue,” he added, telling residents:

“While the City of Chandler will not be involved in the review or approval of the Gila River Indian Community development, we will communicate residents’ concerns and share plans for city infrastructure so tribal officials can make informed decisions regarding the development of the site.Chandler has no current plans to expand Gilbert Road and Hunt Highway, but we know that traffic impacts are one of the concerns expressed by residents.

“We will coordinate with the Gila River Indian Community, as we would with any new development, to address improvements that may be necessary to roadways owned by the City. As we obtain more information about the project, we will share it with Chandler neighborhoods and residents near the site.”

The GRIC arm-twisted the Arizona Department of Transportation two years ago to build a special interchange on the South Mountain Freeway for the Vee Quiva Casino, purportedly in return for allowing the state to widen the I-10 through reservation land down to Casa Grande.

That South Mountain Freeway interchange is an elaborate skein of ramps that will allow access to and from future development around that casino.

The community’s announcement of a fourth casino also comes as sports bettering edges closer to a reality in Arizona.

Gov. Doug Ducey agreed to the new gaming compact and formally approved sports wagering earlier this year.

While sports books were expected to launch Sept. 9, a report by , a new site that monitors the world of sports betting, said that launch date was in jeopardy because the Arizona Department of Gaming did not publish proposed sports betting and daily fantasy sports regulations as planned on June 15.

“The ADG shared little information about the delay, but multiple stakeholders told Sports Handle that Gov. Doug Ducey’s office sent the regulations back with more questions and comments than expected,” the website reported. “Now, rather than publish the proposed rules and immediately open them for public comment, the ADG will make revisions and open the draft rules for stakeholder comment before opening a public-comment period.”

It also quoted an Arizona gaming official as saying, “ADG is on track to meet the targeted ‘go live’ date of September 9th for event wagering in the state. That said, the Department is finalizing details for draft event wagering/fantasy sports rules to ensure completeness and accuracy, which will be available for public viewing and comment as soon as this process is complete.”

Sept. 9 marks the start of the NFL season.

Sportshandle.com noted that the U.S. Department of the Interior has already approved the state-tribal Class III gaming compact, clearing one hurdle to sports betting in Arizona.

“But the ADG has not yet released information about the application process, which means potential operators have not been able to apply yet,” the website said of Arizona.

The state department has up to 60 days to approve or deny a license application and sportshandle.com noted that July 11 is the last day that an application could be submitted to the state for review and be approved in time for a sports book to launch in Arizona on Sept. 9.

“Given the current delay in rolling out proposed rules, the timeline is getting tight,” the website noted.

That July 11 date doesn’t leave any wiggle room between license approval and a live start for sports betting because of the 60-day approval time needed for license applications, the website said.

Arizona’s new law allows for statewide mobile and retail sports betting. Up to 10 commercial venues and 10 tribal casinos can be licensed for both digital and retail wagering, while an additional brick-and-mortar wagering-only licenses are available for horse racetracks and OTBs. So far, Caesars (Arizona Diamondbacks), DraftKings (TPC Scottsdale), and FanDuel (Phoenix Suns) have market access. Caesars also partners with the Ak-Chin Casino via its Harrah’s brand, which the tribe plans to extend to sports wagering.

In addition, BetMGM is rumored to be on the verge of a licensing deal with the Gila River Indian Community.

“Though it’s not official yet, BetMGM would be able to offer online sports betting services to users throughout the state in addition to providing retail options for patrons of the three Gila River Casinos located in Wild Horse Pass, Lone Butte, and Vee Quiva,” sportshandle.com reported last week. “It’s an ideal partner for BetMGM as the tribe and its retail casinos are well positioned within the state, with a great presence in the Phoenix area.”

Jill Dorson, who has been covering Arizona’s sports betting closely, reported in her latest article on SportsHandle: “When online sports betting goes live in Arizona, it might not look the way some stakeholders thought it would. While tribal interests believe they’ll be able to offer digital wagering in their casinos and on their reservations, the latest compact amendment doesn’t clearly allow for mobile wagering on a reservation outside of a casino building, and state regulators say they will geofence tribal lands, meaning that digital platforms from outside of a reservation will not be available within the boundaries of a reservation.”

Arizona has 26 Indian casinos owned by 16 tribes. Total annual gaming revenue from these casinos is estimated at $2 billion, which ranks Arizona as the fifth largest Indian gaming state.

15 Arizona tribes have applied for 10 sports-betting licenses

The Arizona Department of Gaming will soon license ten tribes and ten professional sports team to operate sportsbooks across the state. The department cannot disclose the applicant names at this time; however, officials say the number of applications received for tribal licenses is 15 and for sports team licenses is 10.

This week the gaming department has determined which applicants qualify for a license. If more than ten tribes have qualified, the department must decide which ten to license by an August 27 deadline.

Aug 16 - Qualified license applicants were notified.

Aug 27 - Selected licensees will be announced.

Aug 28 - Marketing campaigns can begin for sports betting.

Sep 09 - Arizona sports betting will launch.

These nine Native American tribes have announced partnership applications with sportsbook operators. The other six applicants are unknown at this time.

Arizona targets Sept 9 to kickoff sports betting

The Arizona Department of Gaming has announced it is targeting the NFL opening game September 9 for the launch date of sports betting in the state.

The Department plans to publish a draft of licensing and regulations for public review on June 14. Public comments will be accepted through June 21. Final regulations will then be prepared for a department vote and approval soon afterwards.

Once approved, the AZ gaming department will begin accepting applications of sports betting operators. Ten retail and digital licenses are allocated to each Indian gaming tribe and professional sports venue.

Arizona's new tribal casino and sports betting deal is signed into law

Last Thursday the U.S. Departent of Interior gave approval to the amended tribal compacts that include sports betting. On the same day Gov. Ducey signed the Arizona bill into law as the final step in the long approval process.

The new law allows Arizona's Indian gaming casinos to offer new table games, sports betting and fantasy sports.

Arizona tribes get expanded deal along with sports betting

Gov. Ducey signed legalized sports betting into law yesterday at a ceremony at the Heard Museum in Phoenix. The legislation had passed the Senate on Monday in a 23-6 vote and passed the House in early March with a 48-12 vote.

Sports wagering will now be legal at Arizona Indian casinos, near or at professional sports venues and in fantasy sports. This includes the Arizona Cardinals, Arizona Diamondbacks, Arizona Coyotes, NASCAR professional golf and fantasy sports. Teams can also operate online and apps betting. The Diamondbacks have already announced their gaming app and off-site sportsbook.

For the past twenty years Arizona tribes have had exclusive gambling rights across the state. In a compromise state-tribe deal, the tribes agreed to ten non-tribal sports betting licenses in exchange for amended gaming compacts that provide the following:

  • Arizona will issue licenses to ten tribes to operate sports betting in 24 casinos.

  • Arizona Indian casinos will also be authorized to add new types of table games.

  • Eleven new Indian gaming casinos are authorized by the state, however, only four can be built in the first 10 years.

    Four new casinos will be built in the Phoenix area. The Tohono O'Odham Nation plan one of these casinos at the southeast corner of Loop 303 and Northern Parkway, and the Gila River Indians plan another in the southeastern area. The remaining two Phoenix casinos will be built after ten years.

    One new Indian gaming casino will be built in Tucson at a location just east of Interstate 10 along West Grant Road.

  • Arizona Indian casinos will be authorized to operated 6,300 additional slot machines across the state. Currently the state limit is 24,000 slot machines, however only 13,500 are in use.

The state must now finalize these amended gaming compacts with Arizona tribes and the changes must be approved by the U.S. Interior Department. Final approval is expected to be completed by July.

2021 Sports Betting Hopes in Arizona

January 15, 2021

Sports betting legislation has been debated in Arizona over the last few years. It is supported by Native American tribes and many state legislators. With the dwindling tax revenues and the loss of casino earnings caused by the COVID-19 pandemic, this year may be the best opportunity to pass sports betting legislation.

The 16 Arizona tribes which operate 26 casinos will form the foundation for the bill. The state and tribes must first negotiate a tax rate for sportsbooks and decide whether to include online betting. When those issues are defined, the legislature is expected to introduce a bill for serious consideration and action.

Gila River Casinos sign sponsorship deal with Phoenix Suns and Mercury

Gila River Hotels and Casinos has signed an exclusive sponsorship deal with the Phoenix Suns and Mercury. The agreement includes Club Gila River, a 4,000-square-foot courtside venue hosted by Gila River that will serve food, pizza, cocktails and drinks.

The agreement also includes Phoenix Sun branded hotel rooms at Gila River's Wild Horse Pass and Mercury branded hotel rooms at Vee Quiva Hotel a& Casino.

Gila River Casinos shut down again for Covid-19

June 18, 2020

Gila River Hotels & Casinos shut down all operations at 2AM June 18 due to increasing COVID-19 cases and the death of a security guard at Lone Butte Casino. The closures come a month after reopening May 15th and will stay in effect for the next two weeks. During that time all COVID-19 safety measures are reevaluated.

In a statement on the Gila River Hotels & Casinos website, Gila River Indian Community Gov. Stephen Roe Lewis said:

Nothing is more important to our Community than the well-being of our team members and guests, children, elders and families. Like our sister tribes and businesses all over Arizona, we have tried to do what is best for all, while processing new information and new guidelines about the pandemic with little in the way of definitive guidance.'

The Gila River Hotels & Casinos are owned by the Gila River Indian Community. There are three locations: Gila River Lone Butte Casino, Gila River Vee Quiva Casino and Gila River Wild Horse Pass Casino.

Arizona tribes reopened six casinos in May! More soon!

June 1, 2020

Tribal casinos began reopening in Arizona on May 15thwith the Gila River casinos, Harrah's Ak-Chin and Fort McDowell. A total of six opened in May and five more will open in the first week of June.

These are the casinos that reopened in May listed by date:

Talking Stick Resort, Casino Arizona reopen June 1

May 30, 2020

Talking Stick Resort and Casino Arizona their doors at noon Monday June 1, 2020.

All guests and employees must pass a temperature check before entering. Entry will be denied for temperatures above 100.4 degrees. Face masks are required inside and smoking is not allowed.

Both casinos will operate slot machines, table games and keno. Some slot machines have been turned off for social distances and other have Plexiglas dividers installed between players. Plexiglas is also installed between players at the table games.

The Arena Poker Room at Talking Stick will open with limited player capacity. Plexiglas will divide players. Poker tournaments are suspended for June.

At Casino Arizona the Wild Wednesdays Blackjack tournament suspended until further notice. The Bingo Hall will be open with limited capacity.

The dining venues will be limited in number, food selection and service. All seats have been removed and only takeout items will be available. The open restaurants at Talking Stick will be Black Fig, Blue Coyote Cafe and Ocean Trail. The open restaurants at Casino Arizona will be The Coffee Station, Salt River Cafe and the Bingo Hall.

Gila River Casinos reopened today May 15

Gila River Hotels and Casinos reopened its three casinos today - Wild Horse Pass in Chandler, Lone Butte casino in Chandler and Vee Quiva in Laveen, Arizona.

Many changes and limitations to gaming and dining venues have been made at each location to ensure health safety against the COVID-19 pandemic.

Table Games - Every other table will be open with three chairs per table, plexiglass partitions between guests and dealers and a chip cleaning machine at table.

Dining Venues - Fullhouse Cafe (open 24 hours), Rizzo's Pizza (open 11AM-12AM daily), Shutters Bar (open 12PM-2AM daily), River Bar (open 6AM-2AM daily)

All Entertainment is postponed through October 1, 2020

Bingo is open at Vee Quiva with 3 chairs per table, 5 sessions daily and up to 210 players per session.

Dining Venues - Coverall Deli (open 24 hours), Fullhouse Cafe (open 12PM-8PM daily), Center Bar (open 6AM-2AM daily) and River Bar (open 12PM-2AM daily)

All Entertainment is postponed through October 1, 2020

Arizona Bill Would Legalize Sports Betting at Indian Casinos

January 24, 2019

Arizona is the first state to consider legalizing sports betting at only Indian casinos. A new State Senate Bill 1158 has been introduced that includes this paragraph:

'Each federally recognized Indian tribe that has a tribal-state gaming compact entered into pursuant to Chapter 6 of this title and that has tribal headquarters on Indian lands located in this state may operate sports betting as defined in Section 13-3301. No other person or entity may operate sports betting.'

Arizona Indian tribes have existing gaming compacts with the state that give them the exclusive right to offer gaming in Arizona. In exchange the state receives a percentage of the gaming revenue from each Indian casino.

If the state were to legalize sports betting at commercial venues, it would break the terms of the gaming compacts and result in a major loss of tax income currently paid by the tribes.

SB 1158 has been referred to the Senate Rules Committee for review.
